Purpose:
The Office of Institutional Planning and Analysis (OIPA) supports the University to better enable informed decision-making by providing effective planning, expert analysis, research and advice, and guided access and interpretation to high-quality institutional data. OIPA leads and supports the following: Data and Analytics Strategy, Data Governance, Integrated Resource Planning, Institutional Research and Analysis, and Strategic Intelligence and Predictive Analytics. OIPA is involved in and leads several projects including: (a) accountability reporting, (b) support to strategic planning, (c) enrolment projections, including enrolment analysis, monitoring, and internal reporting, (d) faculty analysis and internal reporting, (e) student and graduate surveys, (f) external statistical reporting to government agencies, (g) rankings, (h) data governance, and (i) strategic intelligence and foresight analysis. Reporting to the Assistant Vice President (AVP), Institutional Planning and Chief Data Officer, this role is responsible for managing the Institutional Reporting and Analysis function. This portfolio is responsible for institutional data reporting and analysis to support data-informed decision-making across York University. The team manages government reporting, ensuring compliance with regulatory requirements and providing enrolment data essential for funding allocation and policy planning. It also oversees rankings management, coordinating submissions for global rankings such as Times Higher Education, QS, and Maclean's, enhancing York's international reputation. The portfolio maintains interactive dashboards, offering instant access to key institutional metrics and trends. It plays a pivotal role in cyclical program reviews, providing data analyses that support the University's Quality Assurance framework and program effectiveness. Additionally, the team responds to ad-hoc data requests from faculty and staff, ensuring that decision-makers have timely and relevant information. The portfolio also leads data transformation efforts, identifying and correcting data inconsistencies to maintain a reliable repository of institutional datasets.
Education:
Bachelor's degree in relevant discipline, such as statistics, social science, or data analytics.
Experience:
6 years of related experience in higher education research, data management and data analysis.
Experience leading collaboratively in situations of shared responsibility and accountability.
Experience with Power BI or other data visualization tools to create interactive dashboards.
Familiarity with SAS and Python for advanced data analysis.
Experience using Azure analytics tools.
Skills:
Knowledge of statistical packages and reporting tools (e.g., Azure)
Knowledge of major issues and trends in higher education, teaching, and learning.
Knowledge of provincial higher education issues and trends and related uses of institutional data, including higher education reporting standards and regulatory compliance.
Effective attention to detail.

Proficiency in database query languages to extract and manipulate data.
Knowledge of ETL processes (Extract, Transform, Load) for data pipelines.
Ability to implement data validation and quality assurance processes.
Commitment to service, support, and continuous improvement.
Skills in quantitative data management and advanced statistical analysis and research.
Skills in qualitative data collection and analysis techniques including focus group interviews, survey design and proficiency in business intelligence and data visualization tools (e.g., Power BI)
Effective communication skills, including the ability to explain data and analysis effectively to non-specialists.
Ability to resolve questions or conflicts consistent with existing data governance standards and principles of collaboration.

This position requires the candidate to produce a verification of degree(s), credentials(s), or equivalencies from accredited institutions and/or international equivalents at the time of interview. Works in a dynamic environment and be responsive to changing goals, priorities, and university needs as articulated in other duties as assigned. Normal office environment. Is required to attend meetings across campuses. At times, continuous extensive computing and spreadsheet activity with unfailing attention to details requiring intense concentration for extended periods. Frequently required to work outside of normal working hours.

*Compensation:
York's CPM Compensation Framework has a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award.
