Purpose:
Reporting to the Associate Vice-President, Budgets & Asset Management, the Director, Budget Planning (Director) is a key financial leader responsible for the development of the University's large-scale operating budgets. This includes preparing one-year and multi-year budget plans for approval by the Finance and Audit Committee and the Board of Governors.

The Director ensures timely, accurate, and insightful financial analysis, variance analysis, budget models, and financial reporting to support institutional decision-making. This role supports the design and implementation of budget development processes, revenue forecasting, variance analysis, and financial planning processes, while maintaining compliance with funding frameworks, collective agreements, and strategic priorities.

The position also supports continuous improvement in budgeting systems and technologies, drafts policies and processes and leads a high-performing team committed to excellence.

Education:
Undergraduate degree in a relevant discipline, such as business or accounting.
Completion of a recognized CPA accounting designation (CA, CMA, CGA).

Experience:
8 years of senior financial management experience in a large complex organization, preferably an academic institution.
6 years of management experience managing people in a unionized environment.

Knowledge:
Knowledge of Ontario's public sector funding frameworks, including Strategic Mandate Agreements (SMA's), tuition policies, and government grant structures.
Knowledge of accounting foundation, including not-for-profit GAAP and preparation of audited financial statements.
Knowledge of financial modelling, scenario analysis, and cost-benefit evaluations.

Skills:
Effective verbal communication skills to engage a wide range of internal and external stakeholders through presentations and training sessions tailored to faculty, management, and staff.
Effective writing skills for preparing guidelines, briefing memos, instructional materials, and general communications that support diverse audiences across the university community.
Expert proficiency in digital tools and data analysis techniques.
Ability to learn and apply new technologies for financial reporting and decision support.
Ability to work effectively with all levels of management and staff within the University, and external parties including members of the University Board of Governors, Deans, Vice Presidents and Executive Officers.
Ability to manage competing interests of community, manage and communicate policy issues, and enforce compliance with policy and good accounting practices.
Ability to multi-task and set priorities.

*Compensation:
York's CPM Compensation Framework has a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award.
