Purpose:

With a commitment to sustainability, equity, diversity and inclusion, Facilities Services works with campus partners to provide exceptional customer service and satisfaction in alignment with the University's core values.Reporting to the Director, Energy Management, the Manager Fire Prevention and Compliance role is responsible for the effective administration and operational oversight of York University's Fire Protection and Compliance program for campuses, buildings, and infrastructure. The role is the leading subject matter expert on building code and fire protection systems and ensures compliance with applicable fire and building code and standards. The role is accountable for ensuring that the fire protection and compliance program is current, and program changes are captured, documented, and communicated to impacted parties. The role is responsible for developing and maintaining related reports that informs the Division of Finance and Administration's building condition assessment program. The role ensures university structures are safe for community members.
Education:
Bachelor's degree in a relevant discipline such as fire protection, engineering, building sciences, emergency management, public safety, facilities management, or a related field.
Fire Inspector certification and/or recognized fire prevention, fire protection, NFPA, building code, or related life safety certification is required.
Experience:
5 years of progressive experience in fire prevention, fire inspection, fire protection systems, code interpretation, regulatory and institutional compliance management and oversight, audits, or life safety program administration, preferably in a complex institutional, municipal, public-sector, or large multi-building environment.
3 years of management experience, including leading fire safety programs in a large, complex institutional or educational environment.
Experience interpreting and applying fire code, building code, life safety, occupancy, fire protection system, and emergency planning requirements in complex facilities.
Experience with fire code compliance in an institutional or educational setting.
Experience managing contractors and consultants.
Skills:
Knowledge
Knowledge of fire and building codes.
Knowledge of applicable codes and government legislation, such as the (Ontario) Occupational Health and Safety Act and its regulations, NFPA Standards, National Fire Code, Ontario Building Code, Technical Standards and Safety Act, Building Code Act, Fire Protection and Prevention Act, Residential Tenancies Act, and related City of Toronto bylaws.
Knowledge of different procurement processes.
Understanding of the political landscape.
Knowledge of MS Office Suite (Word, Excel, Outlook, PowerPoint, Access, Visio), project management software (MS Project), and computerized maintenance management software (Maximo). Skills
Effective client relationship management skills with service orientation and the ability to support a diverse university community while maintaining fire/life safety, regulatory compliance, and institutional risk-management requirements.
Effective leadership skills, including the ability to supervise, coach, train, and develop technical employees, establish priorities, assign work, review outcomes, resolve escalated issues, and support an inclusive, accountable, and high-performing team environment.
Effective communication, consultation, and negotiation skills, including the ability to provide clear technical advice to senior leaders, managers, faculty, employees, contractors, consultants, regulatory bodies, and municipal Fire Services.
Effective analytical, risk assessment, and problem-solving skills, including the ability to interpret complex code, compliance, inspection, audit, incident, and system performance information and recommend practical corrective actions.
Effective technical judgment and code interpretation skills, including the ability to interpret and apply fire code, building code, NFPA standards, life safety, occupancy, fire protection system, emergency planning, and related regulatory requirements in a complex institutional environment.
Effective organizational, project, program, resource, contractor, vendor, and financial management skills, with the ability to plan, prioritize, coordinate, and monitor inspections, compliance activities, corrective actions, contractor work, expenditures, and time-sensitive operational requirements.
Ability to influence and coordinate partners across a complex multi-campus environment where fire prevention and compliance activities may affect academic, research, residential, event, construction, maintenance, and administrative operations.
Effective emergency response, crisis management, and decision-making skills, including the ability to assess fire/life safety risks, respond to urgent system failures or compliance issues, coordinate resources, and escalate significant risks appropriately.
Ability to develop and maintain clear documentation, reports, records, standard operating procedures, training materials, compliance evidence, fire safety plans, and audit-ready records.
Ability to demonstrate professionalism, initiative, sound judgment, tact, discretion, and ability to support positive labour relations while applying collective agreements, University policies, health and safety requirements, equity, diversity, inclusion, accessibility principles, accountability, and continuous improvement practices.

Note: Position requires verification of degree(s)/credentials(s).The role is performed primarily in an office environment, with regular site visits to academic, administrative, residential, research, mechanical, construction, rooftop, tunnel, and other facility spaces to assess fire safety, compliance, system conditions, and emergency or inspection-related issues.

*Compensation:
York's CPM Compensation Framework has a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award.
