Purpose:
Building on the rich legacy of the English Language Institute (ELI), the School of Continuing Studies (SCS) has quickly earned a reputation as one of North America's leading, largest, and most innovative providers of continuing professional education by re-imagining lifelong learning in partnership with employers and learners. The School is a large and complex revenue- generating education enterprise designed to provide English language instruction, continuing education, and workforce development in the GTA, nationally and internationally. The School serves the diverse needs of non-traditional learners looking for pathways into and beyond degree studies. The Executive Officer (EO) role is the chief non-academic administrator for the School. Reporting to the Assistant Vice-President Continuing Studies (AVP), the role is responsible for providing strategic direction and operational oversight of administrative services within the School. Key areas of focus include financial management, planning and budgeting, human resources activities, academic resource planning, strategic planning, policy development, facilities management and special projects. The role collaborates with the management team to identify, research, and develop strategies to meet present and future needs of the School while aligning with York University's strategic direction and objectives. In addition, the role represents the School at institution committees and liaises with senior administrators on behalf of the Office of the AVP. The role is accountable to the Senior Executive Officer in the Provost & Vice-President Academic Office for compliance with Divisional administration matters focused on Human Resources, Finance, Information Technology, and Facilities. Education:

Bachelor's degree in a relevant discipline, such as Finance, Business Administration/Commerce, Human Resource or Information Technology.

Experience:

7 years related experience.
5 years of management experience.
Senior managerial and project management experience in a University or post- secondary environment.
Experience in managing a centrally accessed service supporting numerous, complex service recipients.
Experience in strategic planning, policy development, and implementation.
Experience in the development and management of complex budgets and financial plans.
Experience in managing financial, human, and physical resources, including analysis, modelling, financial and management reporting, and organizational design.
Experience leading a team in an environment of change and managing employees in a unionized environment.

Skills:
Knowledge
Understand the goals and objectives of a University
Knowledge of the academic environment.
Knowledge of academic and administrative decision-making processes.
Understanding of application of the strategic planning, policy development, approval and implementation processes.
Understanding and awareness of post-secondary continuing education sector priorities and pressures, the economic landscape in which both the School and University operates, and an understanding of labour, market, and political trends to make effective decisions and/or recommendations on resource allocation.
Knowledge in business process improvement, continuous improvement, and quality management.
Knowledge of accounting, financial planning, and auditing and related legal requirements and regulations thereof.
Knowledge of Information Technology strategic planning, operations services, and data management.
Knowledge of best practices in registrarial services, career services, experiential education, and online learning related to non-traditional learners.
Knowledge of space planning and facility management.
Knowledge of risk management best practices.
Knowledge of human resources, labour relations, labour law, learning & development, employee engagement, culture development, Health & Safety legislation. Skills

*Compensation:
York's CPM Compensation Framework has a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award.
